Sub:-  Corruption in selection of Smt. Asmika Kumari Sinha (wife of Shri S.K. Sinha,  Ex-GM/HR/DMRC) from the post of  Librarian to Hindi Officer in DMRC.

Respected Sir,

Shri S.K. Sinha, Ex-GM/HR/DMRC in active connivance of Shri Norattan Lal (AGM/HR/DMRC) and Shri Rajneesh Pandey (Sr.DGM/HR/DMRC) has appointed Smt. Asmika Kumari Sinha (Emp. No.1723) in DMRC in a well organized manner. Smt. Sinha is wife of Shri S.K. Sinha, GM/HR/DMRC. The details are as under:

1.  An advertisement no. DMRC/Pers/22/HR/2009(05) [Refer Annexure–A] by DMRC was published in the year 2009 to fill up 01 post of Librarian in Training Institute (Shastri Park). The vacancy was notified keeping in mind to appoint Smt. Asmika Kumari Sinha the wife of Shri S.K. Sinha, GM/HR/DMRC which can be proved on the basis of following grounds:-

a) The educational qualification demanded for the post of librarian was (i) post-graduation in any discipline, and (ii) B.Ed from Govt. recognized university or Institute, with (iii) Certificate Course in Library Science, and preferably B.Lib and (iv) experience of working in Library, for a minimum of one year in Govt. Organization recognized and reputed Autonomous College/ Institute was also required as an additional eligibility criteria. Therefore there were 4 qualifications criteria to be fulfilled by the candidates. For the post of librarian there is no co-relation between the B.Ed. degree and librarian post but this was required because Shri Sinha’s wife was possessing B.Ed. degree at the time of publication of the recruitment notice. The qualification criteria prescribed in the notification was in violation of DOPT’s regarding selection of librarian post.

b) Cut-off age was kept 40 years as his wife’s age was 39 years at the time of notification according to DOB of Smt. Ashmika Kumari Sinha in DMRC record i.e. 15.12.1970.

c)  The notification of vacancy was for selection on contract basis for a period of two years so that written examination could be avoided and selection can be done on the basis of personal interview only. Finally as per the preplan Smt. Sinha was selected and appointed.

2.  Smt. Asmika Kumari Sinha was appointed on the post of Librarian on 14.10.2009 on contract basis on a fix salary of Rs.13000/- per month for a period of two years.

3. Her tenure of contract employment was extended beyond two years in a well-organized manner so that she can be regularized in DMRC.

4. At the time of her regularization in DMRC, she had been granted next higher level post i.e. Sr. Librarian in the scale Rs.13500-25520/- (supervisory grade) with effect from 14.10.2014 vide Office Order No. PP/1799/2014 dated 26/06/2015 [Refer Annexure–B] violating the rules laid down in DMRC Office Order No. PP/1511/2012 dated 05/10/2012 at SNo.6 highlighted [Refer Annexure–C].  The policy referred above states that:

“Upon regularization their pay will continue to be paid at the same level as before. However, their seniority in the grade of absorption will count from the date of regularization/ absorption against a regular post only.”

According to the policy circular above, she should have been regularized on the post of Librarian in pay scale of Rs.10170-18500/- (Non-supervisory grade) but being wife of Head of HR Department she had been granted higher level post along with higher pay grade. Standardization of designation and scale of Librarian cadre in DMRC is properly defined vide Office Order No. PP/1098/2010 dated 14.05.2010 [Refer Annexure–D].  

5.  Shri Sinha to promote his wife in executive level post created two posts of Rajbhasha Adhikari/Hindi officer and advertised notification to fill up 02 posts of Rajbhasa Adhikari/Hindi Officer (Scale Rs.20600-46500/-) in executive grade through Internal Departmental Examination within DMRC employees vide Notice No. DMRC/HR/O&M/2015 dated 24/06/2015 [Refer Annexure–E]. The eligibility criteria for the post was described as under:

a)   Employees working in supervisory pay scale of Rs.13500-25520/- or above.

b)  Master Degree in Hindi from a Govt. recognized University. The candidates should have bachelor degree with Hindi or English as one of the subjects. Knowledge of Hindi typing would be an added advantage.

c)   Minimum four years work experience in supervisory capacity/equivalent in DMRC.

6.  Smt. Asmika Kumari Sinha had applied for the post of RajbhasaAdhikari/Hindi Officer. However, Smt. Sinha was not fulfilling the eligibility criteria of “minimum four years work experience in supervisory capacity/equivalent in DMRC” as she was granted pay scale of Rs.13500-25520/- i.e. supervisory level post on 14/10/2014 and the vacancy for Rajbhasha Adhikari/Hindi Officer post was notified on 24/06/2015. Therefore, Smt. Sinha was having approximately 08 months experience at supervisory level even then her application was considered and has been finally appointed as per preplan and is posted as Rajbhasa Adhikari/Hindi Officer in Metro Bhawan vide Office Order No.705/2015 dated 14/08/2015 [Refer Annexure–F].

7.  It is suspected that some of the qualification documents like certificate course in library and experience of working in Library, for a minimum of one year in Govt. Organization recognized and reputed Autonomous College/Institute may be fake.

8. Shri S.K. Sinha has arranged all educational documents like BA, B.Lib., M.Lib., MBA/HR for her wife Smt. Asmika Kumari Sinha from one of the most corrupt private university Tilkha Manjhi Bhagalpur University, Bhagalpur – 812007 (Bihar). The truthiness of her all educational certificate may also be investigated.

Sir, selection of Smt. Sinha is an example only and if the entire list of selection done by Shri Sinha during his tenure is investigated the whole picture will come out. The whole game of appointing Smt. Sinha has been played by Shri S.K. Sinha, GM/HR/DMRC, Shri Norattan Lal, AGM/HR/DMRC and Shri Rajneesh Pandey, Sr.DGM/HR/DMRC.

It has also come to my notice that this corrupt officer has been selected in Security Printing and Minting Corporation of India Limited as Director/HRD, his posting order has also been issued on 15.06.2016 with prospective effect i.e. 01.09.2016 [Refer Annexure–G].

  

It is requested to investigate the case and take strict action against all the concerned who has signed selection/posting orders etc. A copy of the action taken report may kindly be sent to the complainant also.
