Delhi Metro Sangeeta Srivastava Recruitment Scam: from Personal Asstt. to Dy. General Manager (HR)

Respected Sir,

Shri S.K. Sinha, Ex-GM/HR/DMRC in active connivance of Shri Norratan Lal, AGM/HR/DMRC has recruited his relative Smt. Sangeeta Sinha Srivastava (Emp. No.77) and latterly promoted her on the post of Assistant Manager in DMRC in a well-organized and illegal manner.  The details are as under:

1.    Ms. SANGEETA SINHA (now Sangeeta Srivastava after marriage), Emp. No. 77 was appointed in Delhi Metro Rail Corporation Ltd. (DMRC) on 30/06/1998 on the post of Personal Assistant (PA) with pay scale Rs.4000-6000/- (revised CDA) on temporary basis.
2.    After completion of 5 (five) years of service from the date of joining to DMRC, she had been regularized on the scale of 5000-8000/- (revised CDA) on the same post vide Office Order No. PP/299/2004 dated 28/10/2004 with effect from 30/06/2003 [Annexure A]. However, she should be regularized whould on the scale of Rs.4000-6000/-(revised CDA) as per the existing policy of DMRC.
3.    On 11/09/2007, DMRC has issued an internal recruitment notice vide DMRC/Pers/24/OS/2007 dated 07/09/2007 [Annexure B] for limited departmental selection for the post of Junior Executives in grade of Rs.11000-15200/- (Revised IDA) in various disciplines. Under this recruitment notice one post was advertised for filling up of the post of Junior Executive in HR discipline (under Section B). The eligibility criteria was defined as under-
Eligibility of Grade
Eligibility of Qualification/Experience/Length service
a.    Senior Supervisors confirmed in Grade Rs.9500-14300/-IDA & Rs.8200-12325/- IDA and equivalent CDA pay scales.


b.    Supervisors confirmed in Grade Rs.6950-10700/-IDA & Rs.6200-9575/- IDA and equivalent CDA pay scales.
a.    Degree / graduation with minimum three years of service in Supervisory grade & work experience in the concerned wing /department of Project and O&M division.

b.    Degree / graduation with minimum four years of service in Supervisory grade & work experience in the concerned wing /department of Project and O&M division.

The service/experience mentioned above was to be recognized as on 30/09/2007 and the last date for submission of application was 27/09/2007.

4.    As per Master Circular on Pay and Allowances issued vide Office Order No. PP/1716/2013 dated 26/12/2013 [Annexure C], the equivalent CDA scales in respect to IDA scales are as under-

5.  Smt. Sangeeta Srivastava had applied for the post of Junior Executive in HR discipline and she was shortlisted for the written examination. However, Smt. Sinha was not fulfilling the eligibility criteria of “Supervisors confirmed in Grade Rs.6950-10700/-IDA & Rs.6200-9575/- IDA and equivalent CDA pay scales”, because she was working in the grade of Rs.5000-150-8000/- (equivalent IDA scale Rs.5700-175-9200/-) and completed 4 years 3 months service in this scale only.
6.  In spite of non-eligibility for the post, Smt. Sangeeta Srivastava has been finally selected as per pre-planned action and promoted as Assistant Manager (HR) vide Office Order No.  PT/587/2007 dated 19/12/2007 [Annexure – D]. Presently she is working as Dy. General Manager/HR in DMRC.
7.  It may also be notable that the creation of internal posts in Executive cadre in HR department is also in highest ratio than other departments.
8.  Besides the above it has also been found that some of HR executives are involved in backdoor recruitment and arranging question papers for their near and dear once. Some staffs also caught in past by the external interview boards but they are still working in the organisation safely. 

Sir, selection of Smt. Sangeeta Sinha Srivastava is an example only and if the entire list of selection done by Shri S.K Sinha during his tenure in DMRC is investigated the whole picture will come out. The whole game of appointing Smt. Sangeeta Sinha Srivastava has been played by Shri S.K. Sinha, GM/HR/DMRC and Shri Norattan Lal, AGM/HR/DMRC the right hand of Shri Sinha.

After getting success in this corruption, Shri S.K. Sinha had played same game in active connivance with Shri Rajneesh Pandey, Sr.DGM/HR/DMRC for recruiting his wife Smt. Asmika Kumari Sinha on the post of Librarian in DMRC on contract basis and promoted her as Hindi Bhasha Officer in regular position. The matter in detailed has already been filed in your kind office and investigation is still pending.

Further I would like to informed you that all scams in recruitment of manpower at all level in DMRC through internal arrangement as well as external arrangement is being carried out in well knowledge of the CVO mechanism working in DMRC. Hence, it can be clearly said that the matter can be termed as “Corruption with collaboration”.

Therefore, I am requesting you to kindly investigate the matter through external independent agency i.e. CBI without involving CVO mechanism of DMRC so that the clear picture will came out.
